FUNCTION
Creates a new parameters file with factory setting.
DESCRIPTION
If the project does not exist, a project name is requested to save.
If the project already exists, a parameters file name is requested.
Buttons
Save: saves the parameters file and closes window.
Cancel: discard all changes and closes the window.
The filename must be specified by user and it it created with factory setting.
The file created is shown in Project Window (list of drive files).
This new file can be changed using Edit Parameters File.
